The Weaver-Blair Building, as it was originally known, was constructed in 1949. After Clifford Owens (of Owens Sausage fame) bought it in 1956, he renamed it the Owens Building. Today, it seems to be known as the 200 East Main Street Building. However, it is of no particular historic interest. Number 200 is a tailor shop, number 202 is a chocolate shop and 202 (upstairs) is a Chinese Bible Church. Below: The historic heart of Richardson, from an 1878 map.
